In cases where offenses are punishable with death penalty or imprisonment for more than five years, the Governor of the State may empower ADCs and ARCs to prosecute under the criminal and civil laws of the country.

The Sixth Schedule empowers ARCs and ADCs to collect land revenue, impose taxes, lend money and regulate trade, collect royalties from licenses or leases for the extraction of minerals in their areas, and establish public facilities such as schools, markets and roads. It also gives strength.

The central government has constituted a high-powered committee under the leadership of Minister of State (Home Affairs) Nityanand Rai to address the demands of Ladakh.
